Police Bodycam Captures First Aid For Venezuelan Man After ICE Shooting

Austin, Texas – Police bodycam footage captures officers and first responders treating 28-year-old Venezuelan man Wilber Rafael Garces Pérez after an ICE officer shot him in North Austin.

Garces Pérez can be seen inside a blue vehicle as officers begin treating his injuries. At one point, an officer can be heard asking whether he was under arrest.

The footage later shows officers cutting off his shirt and providing first aid while ICE agents remain nearby.

Austin Police Chief Lisa Davis said about three minutes passed between the call for medical assistance and EMS arriving at the scene.

The bodycam footage does not show the shooting itself. APD was not involved in the shooting, and investigators are continuing to work to establish what happened immediately before the ICE officer opened fire.

Garces Pérez was taken to a hospital after the shooting and later transferred into ICE custody. His attorney said he was later taken back to a hospital after experiencing severe pain and problems moving his left arm before being returned to detention.
