Basco, Batanes, Philippines – A video shows a rescue operation at Basco Old Port in Barangay San Antonio after a near-drowning incident on September 6, 2026.

The footage captures heavy swell inside the concrete harbor, with colored bancas behind a breakwater and people in the water using orange life rings.

One ring and a swimmer are seen being washed along the quay as the camera follows the wall of black mooring bollards.

On the wet pier, helpers use a tire or float and rope to pull a person toward the steps. Another person wearing an orange vest remains in the water, while fins are visible on the concrete.

According to the Philippine Coast Guard, Coast Guard Station Batanes personnel responded after receiving the report and began a rescue operation. At approximately 5:55 PM, the response team successfully assisted the victim and brought him back to shore.

The victim was then taken to Coast Guard Station Batanes for assessment and was found to be in safe and stable condition. He did not request further medical assistance and was later allowed to return home under the care of his family.

Initial information indicated that the victim was allegedly under the influence of alcohol at the time. The Philippine Coast Guard urged the public to exercise utmost caution around water and refrain from entering it while under the influence of alcohol.
