Mississippi County, Arkansas – Video from an August 1 traffic stop shows Arkansas State Police Trooper Mossies Arellano slamming 18-year-old Alisa Hackett to the ground and striking her in the face during her arrest.
Hackett had been driving with her emergency lights on down a highway and was accused of speeding. She was cited for several violations, including minor in possession of alcohol.
Arellano said Hackett threw the clipboard he had given her with a temporary license on it. He then placed her under arrest.
While in custody, Hackett asked to call her mother and for help from passing vehicles. Arellano struck her on the left side of the face with what he described as a “closed-fist strike.”
The trooper also pulled out his taser and told Hackett to stop resisting, but he did not fire it.
Hackett faces additional charges of resisting arrest, purchase or possession of alcohol by a minor, speeding 1-15 miles per hour over the limit, no seatbelt, improper display of license tags and improper use of emergency lights.
Arellano is not on administrative leave. An internal review is underway regarding incidents involving force.
